Can't hardly make anything out on it, but I think I see "Rome Wire..." and if so, it is a tag that was attached to a roll of electrical wire sold by the Rome Wire Company of New York. "Romex" is a brand name that they started. A lot of these tags were sent around the continent and subsequently were lost or discarded.

Just to be safe, use some diet coke on it. Q-tip and some light rubbing followed by some soaking and then scratching with a wooded toothpick. Maybe that will reveal some detail. If not, dry well and wet with some olive oil. Anything past that may take the writing/detail off. I have found out - the HARD way - that the writing on many old coins and tokens we find here is really crud or crust. It/they will come off when you clean it with a decent strength cleaner. So best to try a safe method first or when the crud comes off, so do the letters.

I think my memory failed me - if I recall, the tag I am thinking of says Rome Brass & Copper. And the reverse is blank.

I think thats what it reads . . . also looks like a "3" stamped in the center . . . thanks for the help . . . now to google it.
