It looks like a token made with similar design to US coins. What is interesting to me is the little clip on the coin. Could this be how these holed coins were attached to clothing instead of thread? Can you take a pic of the back of the little clip? I'd guess one prong will be broken off. Gary

Tony is correct. It's from a sash belt type garment that was covered in those 'coins'. They are also known as a coin scarf.
