Welcome to TreasureNet! As mentioned above, it's a lead seal, but in case you wondered "to seal what?" Yours is from the Boston & Maine railroad to seal up boxcars so that freight inside was shown to be untampered with. It would be affixed with a plier like tool and had wire going into on both ends. (not the best description... But I hope it helps). I gather your up in New England? (me too)
