It's Moroccan, similar to a 10 mazunas piece.

The Islamic year 1321 equates to 'our' Gregorian year of about 1903.
I agree, it is a '10 mazunas' coin. These copper coins were struck with a screw-press ( "balancier" ), in Morocco at the Fes mint. At the same time, in the years AH1320-1321, some mazunas were produced with modern presses for Morocco, in the mints of Birmingham , England; Berlin, Germany and Paris, France. On the non-dated side would show the mint names. Unfortunately, I can't read anything on that side.
