Token?.....ID Needed.

I found this a while back, today I was sorting through my finds box and come across it again I have had it wrapped in tissue soaked in Olive oil

I think it's a Token but can't make out much on it on one side I can make out the following letters.

One
Quarter
Anna
INDIA
190?

on the reverse all I can make out is a few letters and V11
