My guess is they were passed out to kids in either Sunday school or Vacation Bible School. As for age, IDK. I know for the past 25-30 years (I don't know how long before that), they use plastic ones.

I can imagine a kid grabbing a handful of those hoping they would work at the arcade, then threw them away in disgust when he figured out the arcade games wouldn't accept them.
