I searched google and found a bunch of references to a Mont Cenis Tunnel (Italy) which would explain the picture of a tunnel on your coin. Now, on "The progress of invention in the nineteenth century" it stated: The Mont Cenis Tunnel was constructed to establish railway communication between France and Italy through the Alps.

I agree with Mackaydon that it's a product tag. The tag could have been used on any number of products and I'm not sure it's a clothing tag. The Mont Cenis region also had coal mines. One of the by-products when coal is processed into coke or was gasified into coal gas (used for around 150 years) is coal tar. The Mont Cenis process is used for the production of ammonia.
So just between coal tar and ammonia there are a lot of products the tag could have been used on.
