Toe Ring????

This metal item is 1 5/8 inches high by 3 inches long. Could it be a toe ring(with the long piece going under the small toes?)? It looks Middle East or India to me. It's quite heavy too, not sure what type of metal.

The only thing that came to my mind was a ring sizer.
I've seen similar design at the swapmeet.

It looks like something that would have been pushed into a post or piece of wood and then a rope ....ribbon...material ......something ran through the 'ring" part.....like maybe for some type of medieval wedding....
