Okay, I'll throw a guess out there. I'll say it once had a mirror in the center and you could use the clip on the back to attach it in different places to check your makeup and such. Whatever it turns out to be the workmanship is quite nice. Good find.

Maybe a brooch with a missing cameo on the front. And the thing on the back may be the pin and clasp all smashed up.
