Congrats on some really nice finds. I'm in no way an expert on hat pins or uniform accessories, but I can see on the back where it looks like the pins were there but likely rusted away long ago. I agree with what you're saying, it very well could be a hat pin. I'm sure some others will chime in with their thoughts. Congrats again.

I think your on the right track, but your Eagle item may be a Lapel pin. Hat pins for the full dress uniform, typically had a threaded post in the center so you could attach a screw to it from the inside. It held better that way, because of the thickness of the hat material. Congrats on some nice finds.
 

Judging by the attachment points, and the apparent size, I am going to say that one item is a WWI era Great Seal bridle rosette.

Love the little squirt gun, too!
