I bet it's a key-hole cover. Looks like there's a little pin broken off of the point in the first picture.

Looks like there used to be a stud at the top. My guess is what's left of a hat pin.

My guess would be a trophy shield that never got engraved & used.
I can tell what it is NOT - a horse blinker or leather decoration, nor a keyhole cover for a lock.
