Tiny bullet i.d. needed

I found this little guy today in a new permission. Its so small but it has 3 rings (grooves) at the base. Its smaller than a .22 bullet and I'm wondering if anyone knows its age or who would use it in what type of gun. Any help is greatly appreciated. Thanks.

The patina looks old. And scaling from image..0.238?

Looks exactly like a 22 Short bullet which is .221" and weighs 29 grains. A 2.7mm Kolibri bullet is .108"
and weighs 3 grains. In scaling to me it IS a 22 Short bullet.
