Carter Toys was located in Erie, Pa and operated from 1900-1920. They manufactured mostly tin toys, and were well known for their quality items. In 1920 the company was purchased by Marx, and became a part of the Louise Marx Toy empire

Dg , I think you might be right .

I oiled the pivot points up under his skirt ..( insert joke here)

It does seem to walk if you manipulate it just right .

nowadays.... kids play with electronic remote toys ....get bored.....throw them away .
