at 5 1/2 inches wide it seems a little over kill to be a cigar cutter

My first thought was box cutter but Lucas is usually right. ;D

Just a guess, but some beer makers like Budweiser also made yeast for bakeries.
Could this be a dough knife used to cut dough for benchwork ? The handle part
seems to fit, but most I've seen were straight edge on the bottom.

I still think it's for opening up old fruit crates. Ever see old fruit crates with the slats on top, with that thing you could wack on it between the slats and open it fast.

Worthpoint is great but its just a database of auctions. The seller says quote: "I believe this is a tobacco cutter, or is used to loosen up compressed tobacco leaves." (The seller appears to be guessing).
