I keep finding these types of what is it’s I feel like it has something to do with a fuse or panel

it looks like a barrel bung plug to me.

Normally a steel drum/barrel has 2 of them; 1 large and 1 smaller. The larger bung plug is for the hole you would pour or pump from. The smaller bung plug is for the hole that allows air in to displace the liquid that is being removed.

It depends on the barrel and what it's intended use was for, or manufactured for originally. Chemical, fuel, oil, food, waste. Each have an intended use, but most are of similar tops, regarding the bungs.

Any metal drum 30/55 gal.

We used to get a lot of 55 gal drums with a removable, clamp style lid. Many of those had no bungs in the lids.

Bung hole plug was my thought also. After looking at my answer I did a Beavis and Butthead laugh. Huh huh he said bung hole.
