I found this along side some Civil War items and also some house items. The property had a lot of civil war activity and the house is older. So I have always wondered what this item is or was used for. It is bent a little bit in the middle.

Hi Ace 350
The Civil War did used Identification Tags, but not this shape or metal.
Could it be a later war Dog Tag?

Note the irregular sides and bend. Because of those characteristics, it looks hand made, possibly cut with tin snips. I'd guess its a handmade cover for some cavity which would be rotated out of the way when access was desired. I've made things of sheet metal using snips and punching holes as many handymen have.

Also the hole was punched with a modern nail.
