I'm not seeing a makers mark but it called Cloisonné China, which is fancy talk for enlaid enamel. It's a nice piece. If you don't mind my asking how much did it set you back?

There are plate hangers out there. Wire devices with springs.
I hung an antique gold pan with one.

Most of those are placed on a little folding plate stand so the back isn't against the wall.
