This shouldn't be too hard

I found this a few weeks ago. It's aluminum and opens up to reveal several different files. I was just wondering what is it used to file or ream? The back of it does have a chart but I couldn't get it to take a pic because it is inscribed into the case. It says-

I'm sure this has to do with the size of the file to be used. Their are only 7 files inside so I guess 5 are missing.

I knew that would be easy. If I was a welder I would have known that! ;D Now I wonder what it was doing at the beach under the sand.
