This one's got me scratchin' my head

Found this object at a late 1800's early 1900's site. Appears to be made out of copper and it's about 4 inches in diameter. The base of the inverted "T" looking part is threaded. It appears the threaded rod snapped off flush. On the bottom side, the lighter colored ring appears to be gasket of leather or fiber of some sort. I'm guessing it it snapped on to the mouth of some container like maybe a milk jug ?? Perhaps the broken threaded rod on the top originally went to a handle ?? Any guesses would be appreciated.

It is the flapper valve to an old hand water pump. I grew up with hand pumping water.

Yes it fits in the pipe right under the pump. Then pump screws down and holds it in the pipe.. So it doesn't lose its prime.
