This is odd?

Found this in an old dump yesterday. I had a different post with the other find from this hunt in the Today's Finds form. The top I think is made of a bone of some kind and the metal I think is silver plated or silver fill. It has the initials O L T and 3/4, along with so other words I can not read on the base piece. Any help will be greatly appreciated.
 

Could you lay it next to a ruler so we can get a better indication
of it's actual size?

From the images, the metal looks (to me) like chrome covered
steel. The splines on the shaft base means it was part of a larger
tool, or machine of some type.

1909-1914 Model T Acetylene headlight lamp Burner. Here’s a couple for sale on ebay. These are the same as on my 1913 T.
These came in different shapes and sizes for the various automobiles that used acetylene headlights and side lamps. Colt was a large manufacturer of acetylene lamp burners and parts.
