Quarter for size
Found at a site we were getting coins from 1920's
I tried a Google Patened search, but didn't come up with anything
Looks like some kind of award badge, with all the Bells and Whistles missing

Could be that whatever was connected to them was in some form of a ribbon made of cloth, which disintegrated over the years in the earth. Maybe some social org such as Girl Scouts, Boy Scouts, Shriners, Masons, Rainbows, Eastern Star, etc.

I think its some sort of beltplate that either had webbing,chain or some type of rope that went through those pulleys.............
