I think so but I can't say for sure what it is. Where did you find it ? Is there any kind of story with it ? Was it found where Indian atifacts have been found ? It does look drilled.
 

Yes found in a River along with arrowheads and Fossils of cause.

When you post the photo could you lay something beside it like maybe a coin to give an idea of size.
 

If its a real soft sandtone might be natural. If the material is harder it might be something. I have seen natural holes in worn sandstone before. I would have picked it up for further evaluation as well. Looks too cool not to be something but not sure it was done by man. See what all these pro's think. Thanks for sharing.

JMHO but, looks like some fairly soft limestone. Unless you can see obvious drilling I would say it is just weathered sedimentary rock.

looks like a fossil weathered out of a piece of sandstone, maybe it had a criniod fossil in it at one time
 

How about a big rain drop in the sand that got frozen in time.
River 1,000,000 years old. ::)
