I'd hazard a guess and say that it is for hanging off a wall or something similar.
The biggish hole allows a bolt head to be inserted (once the bolt has been screwed into the wall) and then the "object" is let go and the bolt/screw rides up into the smaller slot, the head of the bolt/screw being larger than the small slot does not allow the "object to slide off.
I love digging those dumps........One man's junk......another man treasure.
Have fun

I have another section of it that has 3 more of those non-rusty parts on it, so this thing had to have been really long....

I think if you would try turning it over, you would see that OldGarrett hit it squarely. Those are hanging clips for hanging mirrors and/or pictures. You may have found a stack of picture frames.

Good luck and HH

looks like it may have been attached to the back of a wagon or plowing rig, or tractor and a length of chain was hooked into one of the keyhole style attachments, then the chain was wrapped securely around tree stump and loose end of chian was hooked into other side of keyhole. Sorta of like a "noiseless stump puller " so the TNT doesn't wake the neighborhood ;D........NGE (T)
