Pretty sure it is a cable lock.The cable goes in one side and teeth keep it from coming back out.Can't remember the different uses for them, could be telephone line related.

Thanks for the reply. Still not sure though...it only has one hole, is that typical for that type of lock?

I mistakenly called it a cable lock.Google cable seal.More than likely the steel cable has rusted away and all you are left with is the brass locking piece.
