that's for the weight inside a grandfather clock to wind it with the weights. you would pull it down to wind it up
and as the clock moved it would slowly work it's way to the top and then you would pull the weight down again

It may be from a Masonic sword belt. Just a guess.

I've seen that type in clocks before. It is a mechanical chain, the straight links are for ridding on a sprocket. Tony
