Ten Gold Dollar?

So I picked this up at an estate sale and have absolutely no idea what it is. It says Gold certificate at the top at the bottom it says ten gold dollar. In small writing on the left side it says souvenir of Panama Canal on the right side it says series of 1928. There is some other writing that I can not make out and on the top it also says in small writing this certifies that there has been deposited in the treasury of the United States of America. It is made out of some sort of thin metal and has nothing on the back of it. The only idea that I have for what it could be is possibly a tag off of an old cigar box. Any help would be greatly appreciated. Thank you in advance for any input. The last pic has a pair of regular sized nail clippers next to it for size comparison.

sovenir? My thoughts exactly. Spelling counts. The counterfeiter that made this printing plate did 5-20 in San Quentin.

Bioprofessor: That is the second reason the guy is in the Pen. But maybe he was planning on printing on transparent paper. Nobody said he was good. Could the plate be a commentary on the lost of value of the dollar? The ever shrinking of the hundred? Reduced to sovenir items for tourists?

About the "date" of the object--it could have been made whenever, 40's as good as anything, but I think the 1929 refers to the date on the "real" bill. I suspect that 1929 was the last edition of gold certificate bills from the Treasury Dept. Bill guys....?
