Telegraph wire part thingy???

I was wondering if anyone knew if this thing was too a telegraph wire pole thing... I found it near a grist mill built in 1710 and it was the only old thing i found...go figure. Oh yea its copper if that helps lol.

You only have part of it, it had another part that slides over the part you have and the wire end is a loop, the loop hooked on to a hook usually a big wood screw in to a pole or the side of your house and the old rubber covered telephone wire went between the two parts and was wedged in by its own weight, is is called a strain relief and is still in use today where they use above ground wires, also common on RR wires. You used a thingy called a "Chicago Grip" to hold the wire while you pulled it tight , say across an alley to a house, then slipped the strain relief over it and slacked off on the pulling part. Hope this makes sense, anyway its a Chinese finger trap for wire! Still in use today.
