✅ SOLVED TCC Scovill Button. Frustrated Trying to Identify

I have done a lot of searching for the identity of this dug button, but I have been coming up against a bunch of dead ends. The T.C.C. is prominent, and the front also contains the word "Excelsior". Any ideas? Telegraph uniform? Thanks.
