I found this tag in north central Pennsylvania.Any ideas?It has the number,fish symbol and what looks like N.Y.C and is copper.

It looks like a tool tag that an employee would use to check out a tool from the tool issue shack aka "tool crib" in exchange for his tag. If they didn't bring it back at the end of shift that number would let them know who to hunt down.
