I dug this about 5" down in the old part of Indianapolis
It copper with silver plating. Has two small mounting hole maybe. But has a slot like for a strap.
Has small abbreviation for Indianapolis on right top corner.
What do think it is?

It might be an antique luggage RR tag. Interesting find, Breezie
