Tag format help

Hi guys, found this in California bottom 5 numbers not a zip code...any thoughts? Tree tags I've seen do not have 2 sets of numbers. Area dates from now to 1800s.
Found in a roadside turnout near a field and cabins.

It looks like a time check or tool check tag, I've found a number of these over the years in different styles. :thumbsup:
Were they doing any coal, silver or gold mining in the area? :icon_scratch:

"In the early 1900’s when the mines were flourishing, each miner marked his entrance to the mine by placing a numbered tag over a hook. By doing this everyone knew which miners where down in the mine. When all the tags were off the hook at the end of the day, all the miners were up and safely out of the mine."

I think it's likely post-1900 in date... nice find!
