I've found three (2 and a half actually) of these over the past couple years in the same field and always thought of them as sword belt hangers but I can't find a similar example online and can only find those with an actual hook. The one I found today is complete and is holed on each end...still may be a sword belt hanger but I would welcome more opinions. Thanks!

Not sure, but not seen that type of sword belt fitment, most have a loop & hook, or just the loop, not seen a loop & loop version yet. (But could be??)

Kind of has an indigenous look to it as well...I wonder if these could be native made...

I don't think so, it has the finishing tooling (filing) that you would expect from more traditional European manufacture.
