Suspender buckles/clips are larger. Your find is a pants waist-adjuster strap buckle. See the photo below. The same buckle was also used as a vest adjuster strap buckle. The original form was patented in 1855, and they are still being made and used today. Ones made in the 20th Century are very plain (no designs or markings), so the fact that yours has raised designs on it indicates it is from the second half of the 1800s.
