Stumped by this coin

This was found on a field in Hertfordshire england, I can normally find a match on Google but this coin seems to have me beaten .
I can make out the word Regina and what I think is a horse on one side.

Amy help appreciated.

Yes , now you say that it does look like a young Victoria. Is it a horse on the other side? And did 3p coins have that?
