I think Jim nailed it!

I've seen similar Lincoln cents, hollowed out to receive another machined coin. Some had another cent inserted to create a "two heads" or "two tails" coin. Others had a dime inserted, for use in a magic trick supposedly changing a coin from one denomination to another, and then back again.

Is the front side blank or hollowed out? If hollowed out they call those "spy coins". If it is blank it could have happenned when two blanks are fed into the die on top of each other. One side gets an obverse stamp the other gets a reverse. ss
