Either breccia or conglomerate, google both and see which you think it is, they are similar.

Im not sure what type of rock it is but it looks like it has quartz of some kind. Get a good powerful sonic tooth brush and clean it up. Also id try just for fun testing it if it goes off with a rads counter. This reminds me of a rock I have that I still don't know what it is. But mine is tiny and green with a bubble inside it with a spiral on the outside.
