What is this strange medallion? It was with my grandparents items when we closed their home in 1980. Note that my grandfather was an army veteran of WWI and worked in city water managment. It is a bit larger than a quarter and about half the thickness. Any ideas?Strange Medallion

I believe it's a valve ID tag, meant to be stamped with either a number or a phrase such as 'inlet', 'outlet', 'relief', etc.
