Was detecting an old church today and found this. It was in 2 pieces, a little bigger than a large cent. Looks like the center would spin and line up numbers with letters. Any ideas?

I "think" that is the guts to a decoder ring.

ROA = Radio Orphan Annie! It decoded secret messages in 1937... heck, it might still work... have you plugged it in?
