Strange 1963D penny

Here is a penny that My Father-in-law found. It seems to be something other than copper. The coin also weighs a little more than a 1963 copper penny. The weight of this one is 3.28 grams. the copper is 3.11 grams give or take. The coin will not stick to a magnet. It gives off a dime 12-44 reading on my E-trac.

Any ideas on what this would be?

IS IT A PENNY THAT HAS BEEN PUT IN MELTED ZINC, MAYBE JUST A THOUGHT ???

I know what message in all "caps" mean but...It sure makes for easy reading on the , "old" eyes.
