Stove Tool?

Thought this might be a burner lifter for an old wood stove, but not sure. Could not find one that looks like it. What is the extra piece marked "top"? Anybody know?

I think it is a cast iron stove lifter. After a quick look, I found lifters with both types of ends, just not both on the same handle.
