Interesting. That could have been Attached to an old wooden door or window. I see the holes appear to have marks through the holes as if it was drilled with a modern drill bit.

Drop it into the Indian relic forum down below. Tapered holes are a good sigh in such material.

It stands to reason. First make a larger hole, then have it gradually taper down to the size you want. Way easier than having just your small bit doing all of the heavy work, especially through stone.

Like someone said, a tapered hole (countersunk) is usually to set the wood screw flush with the surface. Two holes would make me think it was screwed onto something.

Hi there Corrupted , I think you may have a Native [way north] American "Gorget" there ,... but I'm no expert ,believe me !! If it is , your right ,... they wore 'em !! And if it is a Gorget they are worth a few hundred dollars [+/- ] ,....sorry ONLY U.S . $ 's :-\ that is !! Anyway you should head on down to the "American Indian Artifacts" forum ,.. lots of good peaple down there that can I.D it for you ,.... even if it did come from Canada .

It seems that these gorgets have tapered holes. I guess its hard to drill a hole with another rock.
