Stone axe? Hammer? Age?

I found this stone, as what looked like iron stone. I was a bit sad when the shell broke, but then I saw this, and then the wheels started to spin...
This has two very uniform holes through it, filled by stone pins through each hole that I assume were an organic material that was replaced through petrification.
It was found just east of the Rocky Mountains 60-100 km, near Nordegg
I was curious if anybody has seen holes similar to these, with what appears to be pins through the holes?
Possible origin/age?

looks to be some sort of silt-stone with an inclusion in it that was covered over time by a build up of a soft material that later hardened.

Yeah, I agree that the inside was encased in a softer material that solidified , the inclusions in the inside part are what drew me in, they just seem like pins, so straight and uniform. Nature is definitely a great craftsman though. I'll get some better angles tomorrow. Thanks for the replies
