stirrup from toy saddle?

I found this yesterday, I am pretty sure it's a stirrup from a toy saddle but I can't find out anything about it. It would have been a pretty large toy judging by the weight and size of just the stirrup. There are no markings on it and the yellow/brownish paint on it started to come off when I was cleaning it. It still has a little piece of leather in the top hole where it broke off. Any info would be appreciated, thanks.

Wonder if it could be an equestrian keychain fob, similar to this one??

I guess it could be a fob but it isn't very fancy or neat for something like that. I just assumed it was from a toy saddle, maybe thats why I couldn't find anything about it.

What makes me wonder about the key fob thing is how the inside of the stirrup seems to have rough seams. I have a couple of stirrup keychains and they seem to be more like jewelry. Someone took the time to clean up the seams. And none are that small.

Barbie's foot on the other hand would fit into that stirrup.

It just seems so thick at the bottom. Not refined at all like a fob should be.
