My question is not what it is?, but who made it and what era was it made? It also seems to be gold plated inside.

To bad it's split and the top is missing, but I still think it's neat.

That's a Gorham Silver mark. This link will tell you the time frame it was made. Gorham Silver Marks & Dates - Encyclopedia of Silver Marks, Hallmarks & Makers' Marks I'm thinking late 19th to early 20th century. Art Nouveau era.
