It might be the "head" of a bookmark that's missing the thin braided tassel part
that's placed between the pages. The Sterling piece you have (with the teeth)
would have "clamped" on to the tassel. As to its age. . . ???

first thing that popped into my thick head was a girl/boy scout tie clip. cant tell much from pics but looks like clamping teeth inside it.

The symbol is called a "fleur-de-lis"

It's not just a scouting symbol...

Neat piece! No idea what it's for.

Yeah. It's also the symbol for my city, the symbol for Montpellier, France, and a common decoration on 1800's items. It was on the French Doubles back in the 1600's.
