Stars and washers

Found this at a junk shop for $1. I know what everything is. ...generally speaking ha ha. But this one has me stumped. Some internals of a ?? Washers and stars are 2 different sizes. Hole diameters also different sizes?

Yeah, we had a wire stringer of them just like this hanging behind the grinder in our shop.

Yes! Why didn't I see that? I've used one for 40 years. Can't see the forest for the trees.
