Swage base not a star base. I've found a few in GA but they aren't common here. I know it was done in the process of making the rounds but not sure if it is more common in certain armies or theaters. I don't think it hints at the manufacturer either but I could be wrong.

A star base has a star at the end of the cavity and that signifies Washington Arsenal
