Sorry to have to say in disagreement, I seriously doubt it is a lamp wick-adjuster. The dime in the photo shows it is waaay to big for that purpose. A dime is "about" .71-inch wide. Anybody ever seen a 2.5-inches-wide wick-adjuster?

Also, wick-adjusters tend to have sharp-pointed teeth. A wick-adjuster handle's "disc" doesn't have teeth, but isn't 2.5-inches wide.

Another good possibility is a drag adjustment for an older fishing reel. I can't find any pictures but with the circular wear marks on the face, it might have been some type of tension adjuster. Either on a fishing reel or something else? :dontknow:

so let me see if i understand this...........

the cog is 4 X larger than a dime and it is a wick adjuster on an oil lamp?

i just can't wrap my head around that one.

my wag is a gear for a crank on an old chain style well pump.
