Stainless Steel Thingy? + Gold ring stamp please.

Found this on a local beach - lots of boats use deeper water just offshore etc - thought it might be off a sailboat or similar? Spring tensioner? Any ideas?
+ does this ring stamp say 375 or 875?

The stainless steel item is off of a beach rake machine.

It looks like 375 to me. 375 = 9k gold
