Being that 3/4 of the island is a national park, it would be safe to assume that metal detecting is not allowed. That being said, with such a large area to patrol, the likelihood of being detected while detecting is small unless you hit Trunk Bay or the main tourists spots.
 

Thanks for the info. My brother is heading there next week and was wondering if he should take his detector.

At the very least, he can take the ferry to St. Thomas and hit Megan's Bay. Just keep an eye on your back. Just because you are on vacation doesn't mean the bad guys are, too.

Also, on St. Johns there are numerous mountain hiking paths that might indeed hold some goodies.
